Personality:
Hoo boy. Mutsuki's personality bounces around during the entire season, so here we go.
Mutsuki, on first glance, is an eager and respectful Japanese teenager. His hair is messy, he has trouble on dates with his girlfriend, and he plays basketball with all the energy you would expect of a normal, healthy 17 year old boy.
Unfortunately, his true personality is much deeper and messier than that. Suffering deep issues from being kidnapped as a baby and left inside of a locker in a train station, Mutsuki often speaks in terms of 'darkness' and 'light' - and for a very long time he considered himself to be in the darkness while under the power of the Spider Undead. He has a fear of the dark and of enclosed spaces that he's slowly getting over, and seems to consider other people of being more deserving of being in the light than he is. As a Kamen Rider, Mutsuki feels he has an obligation to protect people from that darkness he's only recently escaped from. He'd like to be in the light, but he feels like he can never get there. Everyone else is so much better than he is, so they seem to be able to have more of an ease than he does with... well. Everything, really.
He tries to imitate the other Riders quite a bit, even to the point of his transformation pose being a bit overdramatic even by tokusatsu standards. He really has no idea what he's doing, but he tries to pretend that he does. This lack of an idea of what he's doing is partly what makes him so susceptible to the will of other people. It's very hard for him to take charge and make his own decisions. He's not a natural leader, he's a follower and he's aware of that. He's started to grow into a little bit of confidence now that there's something he's not a clumsy failure at, but it'll take time for his self confidence to actually get to a reasonable level.
Mutsuki is driven by the idea that he has to help make up for the mistakes he made - though this is probably part his own feeling and part influence from Tachibana. He throws himself back into responsibility once he's recovered enough from being controlled by the Category Ace. He cares deeply about other people, especially his girlfriend, but has trouble seeing past his current responsibility as a Kamen Rider to his future. Now that the crisis with the Undead is over (or at least at a temporary sort of 'permanent ceasefire'), he's trying to figure out how to adjust his goals to a normal point of view again. (Sol Raveh isn't going to help with that, but so it goes.)
Beneath his drive to help people, he still struggles with a severe lack of confidence. While he seems to have everything going for him - he's young and athletic with a girlfriend and a decent living situation - he still thinks that he's caused trouble for everyone. He pushes it aside to get done what needs to be done, but he's still surprised when people want to talk to him and count him as someone to rely on. He doesn't have Kenzaki's optimism or the same level of stubbornness that lets Tachibana get through things - instead he walks the careful and clumsy path of 'can I do this? People say I can and I don't want to let them down, but I'm not sure'. This quality is so pronounced that when an Undead is impersonating people, Mutsuki's lack of self-confidence is proof to the others that he's the real Mutsuki. Several times over the series he asks if it's really okay for him to be a Kamen Rider - he doesn't seem to think he 'deserves' it, not after what he's done, though the others welcome his help wholeheartedly (with the exception of Hajime, who doesn't like anyone except Amane and Haruka). Part of his uncertainty may stem from what he was told repeatedly when he first got his Rider System - that he, as Leangle, was the strongest Kamen Rider. Much of his time possessed by the Spider Undead reinforced this - he constantly sought out new opponents, believing that if he could defeat the undefeatable, he'd prove that he was the best Rider, and he would have a purpose in this battle. But he doesn't feel strong - physically, maybe, but not emotionally or mentally.
Mutsuki believes that becoming a Rider was his destiny - that he was chosen by fate. His fate has been a difficult one so far, but shouldering through it and bearing burdens so that people like his girlfriend can smile happily and without fear is an extremely important calling. While it may take some time to get through things and be able to enjoy life again, he'll bear it. He's done it before, and he'll do it in Sol Raveh so he can begin the rest of his life. While he's angry over the result of some of what happened in the Battle Fight, he's just glad that it's over. Whatever happens, whatever he goes through, at least the world is safe. If he can help another group of people through a hard time in Sol Raveh, he'll do it to protect them.
Powers/Abilities:
Outside of armor, Mutsuki has a few abilities. When he's focused, he has very good speed and strength, and very good reflexes. His perception is increased somewhat, to the point of him being able to read a number on a baseball while it's flying at him. He's been trained in staff fighting outside of his armor, though not to the level anyone would call 'expert'.
With Mutsuki's Rider System, he can transform into Kamen Rider Leangle using the Club Ace card. This gives him greatly increased speed, strength, and jumping ability, a polearm/staff, as well as the ability to use the rest of his Rouze Cards.
(As a note, while it is possible for someone else to steal this and use it, it is extremely dangerous for anyone without the correct compatibility to use it. Side effects may include: severe pain, muscle spasms, burns, and/or death. Ask your doctor, local mad scientist, or conveniently ominous possible bad guy if the Leangle Rider System is right for you.)
The system runs on AP, which are never explained but seem to be equivalent to something like 'action points' or a rage meter in a fighting game. Fighting seems to build up AP, and cards need AP to be used. Strong surges of emotion can also affect this number as well as the stability of the transformation.

♣ 6 - Blizzard - Polar Undead - adds an ice attribute to the next attack
♣ 7 - Gel - Jellyfish Undead - enhances resilience to physical harm by turning into organic liquid (how well does it work? it never got used in canon so we just don't know)
♣ 8 - Poison - Scorpion Undead - adds poison to the next attack
♣ 9 - Smog - Squid Undead - adds smoke to the next attack
♣ 10 - Remote - Tapir Undead - unseals targeted Undead cards and allows them to be controlled like servants (UNUSABLE as per discussion with mods)

Mutsuki seems to (or claims to) be able to 'hear' the Undead inside the cards. It's not to the extent of them really speaking as they would if they were unsealed, but he can at least sense their general intent, as it's implied that the Undead have a limited awareness inside the cards. This is possibly a result of being fused/possessed by the Spider Undead for such a long time.
As a note - should either the Queen and/or King be unsealed for some reason, it's likely that Mutsuki would become possessed by the Spider Undead again. Don't do that.
